The Arbiter is the entry into the path of Order, and it changes above all not the body, but the bearer's relation to the arrangement of things.
Order — the Arbiter unconsciously upholds the existing order and does not wish to tear its fabric;
Body — his combat skills are outstanding, so as to cope with the unexpected;
Authority — he possesses convincing charm and noticeable weight: people tend to believe his words and obey his instructions.
The first point is worth rereading: this is not a command and not a prohibition, but an inclination that comes along with the potion. The bearer simply stops wanting to break order — and with this begins the entire path that will end in power over Order itself as a concept.
Note also the name. The original name of the ninth step is Arbiter, 仲裁人, "arbitrator, mediator," and it differs from the name of the zero step, which gives its name to the entire path.
The composition is modest and emphatically "official": the facial skin of a white-maned hunter, three tail feathers of an imperial crowned falcon, a green olive, and a gram of gold.
