The path of the Arbiter is the path of the one who has accepted the power of the Otherworldly and has not yet fully mastered it. The potion is drunk, the power is already there, but the control over it is not yet. The Otherworldly must behave as his stage dictates, until the power becomes part of him. Until the potion is digested, the bearer is vulnerable: the power is already there, but the authority over it is not yet.
The roles of the path are service ones: the Sheriff maintains order and detains violators, the Investigator conducts inquiry and extracts the truth, the Judge passes the sentence and is responsible for it.
The method remained the knowledge of the few for a long time: the hierarchies of the churches were in no hurry to reveal it, and many Otherworldly rose blindly, paying for it with their sanity.
