Hand of Order is the penultimate step, and it holds a share of power over Order itself, while all previous skills are strengthened.
The advancement ritual admits two equally valid performances, and both are state-level:
found a state with a population of no less than ten million, making your will its order and establishing in it a strict system of rules;
or take under your rule a state with a population of no less than fifty million and achieve the same.
The difference in numbers speaks for itself: to create your own is cheaper than to remake another's.
The composition of the step is telling and consists entirely of law and its violations: a code of laws unchanged for more than three hundred years, nine thousand portions of blood of lawbreakers — each no less than five milliliters, and the higher the lawbreaker's level, the fewer portions are needed — and nine repealed laws that contradicted the usual order of things.
The potion is described as a pure transparent flawless brass liquid, and the characteristic is described as a brass "fist" with clearly defined knuckles, tightly clenched.
